Impaired driving includes driving under the influence of alcohol, drugs, or other impairing substance.  Human factors experts evaluate whether a driver was impaired at the time of the collision and whether impaired driving was a cause of the collision by comparing the actions of the driver to what would be expected of a reasonably attentive, sober, and alert driver under similar circumstances.
